My cousin got a fixit ticket for burned out bulbs on his 1996 Camry.

Today we went through and replaced the burnt out bulbs (license plate light bulbs, front/driver side marker bulb).

The following problem cropped up:
1. Driver side taillight/brakelight is a dual filament bulb... the bulb is taillight when the car's lights are turned on and the 2nd filament lights the brakelight when the brake is pressed.
2. With the headlights turned to the OFF position, the offending brakelight operates as normal... you press the brake and the brakelight comes on.  No taillight as the car's lights are off at this point.
3. With the headlights turned to the ON position, the driver's side brakelight comes on instead of the taillight; i.e., you turn on the lights and the brake light immediately fires and remains on, not the taillight.  If you step on the brake, nothing changes, cuz the brakelight is already lit.
4. The tailight does not turn on when you turn the car's lights on (as it is supposed to)
5. Essentially, the bulb is acting like a single filament bulb; i.e., there's only a brakelight.
6. The bulb is confirmed dual filament.
7. The behavior remains even though tested with 2 separate new bulbs.  Also with the old bulb... the behavior remains.
8. All fuses been verified good working condition.

Basically, we can't get the taillight to light... only the brakelight works.

Any ideas?

First thing Id check is for corrosion in the socket possibly blocking one of the filament connections. Then trace the wires behind the socket. Ive had cars where the socket overheated and cooked the wires behind the socket.

Good advice, also make sure you have good grounds.
